Death Penalty to be introduced into the European Union?

I couldn't believe my eyes when I saw this in the online magazine of "Die Zeit" recently.
The European Union thinks of introducing the Death Penalty to all countries who are its citizens.
WHO the heck had that idea? Why the F*ck do not many people know about this? Why do I hear of this so late?!!

You do realize that this wasn't carried by any reputable news-source, do you? The only people talking about it are individuals who have an ideological axe to grind when it comes to the EU -- with the latest kerfuffle in the UK centered around a directive by the European Court of Human Rights in regards to granting incarcerated citizens the right to vote (which, of course, got a lot of braying from the Cameron government, because Europe is 'teh evulz' and we can't have them give us any sort of suggestion, never mind that this is something related to a basic citizenship right that's being unfairly taken away by the British authorities).
As far as I can tell, most of the blogs/news-sites running with this story are part of the crowd who's either hell-bent in seeing a conspiracy theory at every corner or who's habituated to knee-jerk reactions towards anything that goes against their particular view of the world (just the fact that there are expressions such as 'rabid leftists' or 'rabid feminists' on the 'Archbishop' blog should ( ... )
