You're exactly right. That disciplined adherence to meticulously-coded rhetoric is where this lovely gem came from (as Bush attempts to speak to white, middle and upper middle class voters who vote straight-ticket republican under the delusion that they'll someday become wealthy if they just work hard enough):
"I also know he is in space with his colleague, Alexander Kaleri, who happens to be a Russian cosmonaut. I appreciate the joint efforts of the Russians with our country to explore. I want to thank the astronauts who are with us, the courageous spacial entrepreneurs who set such a wonderful example for the young of our country."
...politicians are trained to speak in coded language to appeal to certain segments of the American population (principally poor white Southerners), and the unflinchingly servile mainstream media.
A further complication for the hapless speaker Bush is that any speech he delivers about Iraq - regardless of its being apparently directed at Iraqis - is actually directed at Americans. Every "for you Iraqis" is really only a contrived way of saying "for you Americans". This fact encourages his slipping into Domestispeak instead of keeping to Foreignpolicispeak. It a knotty problem for him, but I still wouldn't piss on him if he were on fire.
Yeah, good point. No doubt that anything that comes out of his mouth is being directed at the American public (he has no reason to say anything to the Iraqi public, since they can cause no negative consequences with respect to his particular interests). Certainly explains the ease with which he slips into domestispeak.
