Well, sticking with the dragon's a good way to go. [What the hell?] I didn't find anywhere really between here and there. If you can, get inside and bar the door. Maybe sure you've got supplies. That one's a pretty big deal.

I haven't found anyplace I can break into, even using my Personas. Maybe the market... I haven't tried that direction yet.

I'm not planning on fighting these things - but I can't really sit still during something like this.

Exactly how are you going to avoid fighting these things, Elena? A supply run to multiple locations would be suicide right now, unless you've got a way to fly.
