The moron sidekick exists to protect something very important to the cartoon villian: his ego. By always having a grade-A certified numbskull around, he can always blame the idiot for his failures. Most likely, the villians goals are too lofty or his enemies too strong for him to ever succeed, but thanks to the hard work of his bumbling minions, he can always blame them instead of his own wisdom and abilities.
