As for whether or not to remove a character rather than just have them be quiet, three good reasons I can think of are: 1) To remove from yourself the temptation to use them, if you're trying to take a break for RL's sake, 2) If you can foresee a situation arising that it would be weird for the character not to respond to, having them be AWOL provides an alibi, prevents them from being OOC by virtue of inaction, or 3) If you want to create Plot to be dealt with by others in their absence, or by thyself and others upon the character's return.
As for means of removal or a character/some characters, anytime that I am in IRC you know that you are ever welcome to PM me if you want to bat ideas about. :3

Do what you gotta do - we'll be moving at a snail's pace forever, I'm not too worried. I wasn't planning on shaking anybody's status quo (this time :P ).
