At the risk of endangering someone... free will is important. I would never choose to take away anyone's free will, no matter the pretense. Even if they were to make mistakes... people should be able to make their own choices.

[though Gil had told her not to leave without telling him--and that he would accompany her everywhere--she was terrible at doing what she didn't want to do. Besides, she couldn't stay cooped up in there all the time, and he was nice and all, but she liked doing things on her own!

So the little thing had made her way to the village, getting lost several times of course, and it was so pretty! And something smelled nice...a garden? It was a good hiding place, just in case her self-appointed caretaker was angrily following after.

... I'd choose to endanger the population, if it means that they can make their own choices.

And the second question is too generic for me to properly answer, unless you're looking for an equally generic answer.

To be endangered means that it has not yet crossed the line into being definite demise. So for the ideal of being able to make ones own decisions... it would be a test of the population to see if they would be able to overcome the chances of danger, for certain. However what is life without chances? I believe it would be nothing more than captivity.

[And she ponders the next question. Oh, let's be vague for now.]

Loved ones normally fall under the subject of 'those to be protected', don't they?
