Her bust doesn't need any support (probably fake boobs, or else she has a good strapless bra under that thing... but I'm guessing fake boobs) - look above the top of the dress, they're sitting plenty high. It's just a really unflattering drape.
I've never seen a dress that DOES offer decent bust support, unless it was a corset-extended-into-a-dress. Soft cups and a couple bones at the sides will NOT support a D cup. Anything tube (like this) or bandeau style... not if you're bigger than an A cup and your boobs are real!
First-pregnancy-boobs. You get great big high-standing boobage that doesn't look great forever. Trust me...I went from a B to a DD, nearly DDD. And they looked good till breastfeeding. Ah, what days they were... ;)
