I agree that it's a systematic problem. The good thing about going after individuals is that then someone pays, perhaps serving as an example to others and creating a sense of justice, but the bad thing is that the system usually survives in tact to corrupt more individuals.
Of course, some individuals are more prone to corruption than others, wouldn't you agree?
