Classically, bucket books do get bunchy and fall, so that is okay if that's what you do with them. Do you have a pic of what they looked like from the site? Just so I can get an idea.
For makeup, haha, pirates don't wear makeup! But my suggestion would be that if you want makeup, don't go so soft-- go for thick, matte kohl black eyeliner a la Jack Sparrow (or your local goth kids) literally around the very edges of your eyelids and then taper out at the corners and square off (think Cleopatra style, but without the curlicues). For lipstick, get fuck me red or a crimson shade, again in thick, greasy color because that's what would have been available to pirates. I would do minimal eyeshadow in brown or a smokey blue or green, and either bare cheeks (just some powder) or some classic pink or mauve whore blush. Again, cause that's what women would have worn during the golden age of piracy. Obviously fake beauty marks are also acceptable!
Since I've worn gaiters (boot covers) for riding, they're supposed to be kind of tight. I've never worn any with high heels before, just like, flat work boots. You may have to switch to those, because usaully there's a strap that is supposed to go under the sole of your show to keep them on, and the back of the shoe is supposed to hold them too (but what's really holding them is the thickness of your camf. I've only had zipper up ones, but you might need to tie them tighter. That said, I really love gaiters/half chaps. So much more comfy than actual tall boots.
You've got the same covers I had for my Anne-Marie costume. Beware the elastic straps--the heels tend to break, but fortunately, if they do, they can be tucked up under the covers without flopping or messing up the boot-effect.
