I was going to give you a resounding Of course not! (insert smiley here), then I remembered a short Briggs wrote where Bran would have been forced by his own law to kill a pre-teen werewolf if she couldn't prove that she had control of her wolf within a predetermined timeframe. I mostly liked the story, but I thought tension of the girl's imminent death was a bit of a false dilemma.
Long and short, the possibility DOES exist, although that's not something I'd realized consciously when Buffy threw her cloak of protection around Jordy. On the other hand, only Buffy and Oz know that the "rogue" is a little boy.
Honestly, I think Bran would kill Jordy if he couldn't learn control in a year's time. It's for the safety of all that they "put down" wolves that don't(or can't) learn control.
I'm not saying I agree with it, but I do understand why they do it. Perhaps different rules should apply to the youngins... and now I'm mentally debating werewolf politics.
Whether there should be different rules for youngins isn't really touched on in Briggs' short where this comes up, which I found annoying. On the other hand, it's already established that werewolf politics/rules don't change easily or quickly.

I'm so greatly enjoying this series, but I also feel bad for Charles since he's keeps getting pitted against Buffy. She doesn't always win, but she will go down swinging to protect those she cares about.
I'm also not against bribery to get more info about these Slayers that Charles has interacted with in the past.
Bribery you say? What kind of delightful bribery might this be?
