Hmm... Kindergarten might be overestimating it, a badly supervised preschool.

I understand how the representatives might have lost track of the fact they don't speak for the whole world, it's easy, especially when busy, overworked or running from fire to fire, to lose the big picture and get lost in the details - controlling their little bit and no more.

Still, I'm not sure if Buffy really expected that huge a kerfluffle to result or not. I do like that they predicted the government trying to use that-timeline's Buffy to discredit Egeria-Buffy. Wonder if they would have tried to arrest her too.
