You know, I was going to say, "you mean you can't use a phaser close range?" until I realized that they never do in the show either.

I was thinking that in something like a hostage situation, the hit range would be bigger (you might only need a 2 or a 3). It gives bad guys something to do.

On the other hand, I was also thinking close combat would have priority over ranged combat as long as the distance between the two characters isn't too far. Plus, I think that two people wrestling over a phaser is cool.
