What the heck is the subject of that photo, and why is Ianto making a big deal of JJ sending it to his former flatmate?

It's a practice target from the gun range. JJ was trying to have a bit of a brag.

First time I had a pistol in my hand I hit the target more often than not. Either you've got it or you haven't ;-)
