Yes, costumes would count for fashionably dressed, although any item of clothing would count, they don't have to be fancy :)

Hi - unfortunately I won't be able to get my icons in as my hard drive got wiped by a virus (and the hard drive has now died) I was hoping it would be fixed but it may be a while yet.
