It would appear that that was an additional comment--as opposed to a strict concrit vote--for your icon, and while I admit that I pay closer attention to whether or not strict concrit votes fit, the context of the vote makes it extremely likely that, yes, it was meant for your icon. I think this is simply a case of your opinion of 'heavy texture use' and the commenter's differ.

That being said, there are times where votes can end up being confusing for the participants receiving them, and I know in the last poll, it was suggested that, perhaps, a thread be created in results posts for people to ask for clarification on votes from people. Would you make use of that in the future were it set up?
