The not found in your default graphics program is the important bit. You can have text, but you can only use fonts that came with your program originally. I think the font in question is 'Times New Roman' which is a generic font that is usually pre-loaded on most devices making it fair game for the theme.

I don't have a clue what fonts would be allowed except Times New Roman and Arial, so I guess I'll either stick to one of those two or just go for textless.

The 20inspirations round that the theme was inspired by was linked to help with that. In the round information post they included this list of approved fonts that you can use.

I'm using the noise filter to get a sprinkled effect, does that count as another "texture" that must not be used, or is that allowed?
