I think the plan for the sashing and borders you mentioned is perfect for that quilt. I was going to suggest solid black for the sashing and then you said it, lol. And I hope you have enough of the gears for the binding, but if you aren't sure, since the final border is the blue, you could alternate binding strips of solid black with the gears to stretch it to the length you need... just a thought.
