So, no, I don't think he is taking the same sort of responsibility.
And he has to say it every 5 minutes now? And excuse me again but why Dean has to come to Sam's defence? Sam's a big boy and can defend himself. And Dean in 501 said they both started Apocalypse so he admitted his part in it. Otoh, what Sam did? He apologized once and what else? He didn't know he hurt Dean (which is beyond my imagination) he was struck by War's words because he never saw that in him (his lust for powers) and what responsibility he's taking? To go from Dean and leave a normal life again? Or to demand more control from Dean when the whole S4 must be teaching him he's not ready to be in control?
Yeah, I don't know what really happened there, if it's network pressure, just where the story went, or at Jared's request. (Other stars have left TV shows because a TV series schedule is just a bad fit for them, after all.) There are lots of theories. Maybe, 10 years or so down the line, someone will talk about it.
I still love the story Eric's telling, though. I'd like to Sam get over his guilt, or own it and become more complete by the end, though.

For your original point though: I'd love to see more Sam too. For what it's worth, I don't think it's Jared's choosing. From the interviews I've seen, it's my personal opinion that Eric has just become somewhat enamoured of Dean (and Jensen's acting.)
I think though, that S4 was about bringing Dean directly into the mythology and that took a lot of Dean-centric episodes. I'm hoping that we'll get a bit more of Sam this season. So far, besides The End, it's been about equal (though, that may just be my opinion.)
Certainly, one thing we did get in S4 was the fantastic When The Levee Breaks, which I think is my favorite Sam-centric episode to date, and was done fantastically by Jared.
Dean IS Eric. Dean's the self-insert, so of course there's going to be more Dean. but Sam can still be there, he doesn't have to sneak off, he can help out still. just like Dean did when the myth-arc was all about Sam.
i do seem to think it's about equal, especially the last two eps we saw - but the fandom has a problem with those, apparently.
oh yes, When the Levee Breaks was well-played by Jared, i agree.
...maybe the fandom doesn't like Sam because the writers don't really like Sam, and don't know how to write him? or since the writers don't write Sam as well, the fans just don't like him as much?

Yeah not much Sam now, but there is more Sam later on and it all makes sense when it's wrapped up. LOL
