Even though his parents are getting divorced but it looks like his dad is making an effort to repair his relationship with his son!

Yes! That's exactly what's happening. I think the divorce gave Blaine's dad the kick in the pants that he needed to realize that his family was broken, so he's trying to at least mend his relationship with his son, even though he can't do it with his wife.
