I heard the O's were going to turn their Japanese import into a starter, so they have that going for them. Somewhat.
Lowe, Perez, Wolfe, and a few others are still out there. They're going to be VERY cheap in a few weeks. So it's hard to say what rosters are going to be just yet.
Meanwhile, there's three ML ready starters in the minors. Be patient.
Considering Burres and Olson had 6+ ERAs, and Penn has not pitched in the majors in a while, Uehara would improve the rotation.
Lowe is going to the Braves, and Perez will stay with the Mets. Wolfe will go to someone who is more of a contender.
The Jays rotation is really not much better than the O's rotation, except that they have a Cy Young-caliber ace. The only difference now is that the Jays are giving minor league contracts to broken-down pitchers (Clement and Maroth), hoping to catch lightning in a jar. This strategy has not worked for them in the past. You are right; the O's are waiting on their farm system.
I dunno, I'm just down on the whole damn thing now. Do we want to develop a starter when he'll just become the next Mike Mussina for the Yanks and/or Sox? Shall we ask the Indians, or the Brewers?
