I have heard that the best way to regulate sleep isn't to go to bed at the same time, but to wake up at the same time every day - even on the weekends - and then go to bed when you're tired.

^ that works really well for me most of the time!

Also: solution to gym being far and costly could be to set up a good home exercise routine for the time being, and dedicate a space just for it.

oh yes, quite certainly, and this was definitely the strategy I have been using, but there's two problems here.

1) actually waking up. If you're short on sleep waking up is hard, and over time I build up resistances to alarms and other stuff. so..

2) is actually going to bed when you're tired. This is a big problem for me. I procrastinate the sleeping just like everything else. It's cyclical!
