Her eidetic memory isn't immediately cooperative. She fails to make the connection between this new arrival (an undisciplined, unthreatening figure) and the captain's rarely-seen assortment of family pictures. In her native time period, Voyager has yet to establish contact with the Alpha Quadrant, and while she knows the Janeway clan anecdotally and by name, on-sight recognition is beyond her.
Phoebe has not made a positive first impression. Seven can't abide criticism of her guide to humanity, unless she's the source of it. Her tone is predictably brusque.
"Captain Janeway is not responsible for this phenomena."

"Oh yes she is. I don't know how, I don't know why, but somehow it is! Anytime something weird or crazy happens somehow it's Kathryn's fault."

"A spatial and temporal anomaly on this scale is beyond even her capabilities."
Seven is observing Phoebe with a studying intensity.
"How are you acquainted with--" She doesn't feel able to repeat the name without putting it in audible quotation marks. "-- 'Kathryn'?"

"I'm her sister, Phoebe." She crossed her arms and looked around again. "And you are? I mean besides Kathryn's apparent cheerleader?"
