I looked at the tag in my layout, too, but it seems to work fine there (http://keristars.livejournal.com/tag/). I do have an edited version of Transmogrified, but it's not that different from the basic thing.
I'm not sure what makes the difference, but it can be remedied.
The biggest thing I can figure is that I used my own layout layer - I didn't build a theme layer on top of the basic Transmogrified layout layer.

My guess is that in the community the tag list header gets its name from
set text_title_tags = "";
and in user tag list header is named in
set text_tags = "Tags: #";
(that is a default setting, I have Russain "Ключевые слова" вместо "Tags")
It is a minor tag but still it would be nice if you change it, too.
