It should say in the user info, but there's no one listed, so I would take that to mean that it is not currently being moderated. Perhaps someone could take this over?
tylercole is listed in the userinfo as the maintainer. I contacted LJ asking if someone else could be appointed maintainer as tylercole has been deleted and purged, but haven't heard anything back from them. They'll do it if they're harassed enough, but they don't like to.
