Since we seem to be fighting a hell of a lot of battles down in the city, I was thinking maybe we should do something to make the place a little safer and easier to fight in. If we do nothing else, all buildings that have suffered serious loss of structural integrity need to be torn down. Anything we can salvage from them should be used to construct some permanent fortifications (since I know a few crew members decided they really didn't like the Vatican's new look and dismantled the positions there).
After that, we need to take a look into the water situation in the city, because that's going to be the most important factor it's the only place we can hole up in the event of an attack. Also, if we can restrict the availability of water outside of areas where we want it, there's a better chance of flushing out anything that might be hiding up there. After that's done, we can begin planning restorations on a broader scale.
