"I'm putting together a small team," She informed him, smoothly, "The organization and tactical abilities on this ship are a joke, and getting everyone who is needed to obey basic commands and work as a unit is going to be infeasible on a useful timeline. Just so we're clear, this would be what amounts to Black Ops. Off the books."
Not that much was on the books in this mess, but she had Leon's permission to break just about any law she pleased in the pursuit of the shipwide goals, so Motoko didn't actually care. Eventually, or even soon, everything would be more regulated, and part of being lucky was being prepared.
