On Valentine's Day women are encouraged to confess their feelings of love or affection to the object of their desire and to present them with gifts. Chocolate, candy, and the like. Men are expected to do the same on White Day. It is typical of those who received something on Valentine's Day to reciprocate.
The celebration itself is entirely unique to the region of Nippon-koku. It began, in my world, a few decades ago with the National Confectionery Industry Association.
