1. First we're going to make our base. I took this picture and cropped it to an 100x100 base.



2. Duplicate your base. Set it to Softlight 100%.



3. Make a new selective layer. Use these settings:

REDS
Cyan: -100
Magenta: +16
Yellow: +100

YELLOWS
Cyan: -47
Yellow: -31
Black: -22

NEUTRALS
Cyan: +17
Magenta: -11
Yellow: -18
Black: -17

Set this layer to Softlight 100%.



4. Duplicate the layer you just made. Set it to Normal 100%.



5. Make a new selective layer with these settings:

REDS
Cyan: -93
Magenta: +72
Yellow: +8
Black: +47

YELLOWS
Cyan: -43
Magenta: +40
Yellow: +24
Black: +64

NEUTRALS
Cyan: +39
Magenta: +21
Yellow: +31

BLACKS
Cyan: +4
Black: -9

Set this layer to Normal 100%.



6. New fill layer. Fill with #090831. Set this to Exclusion 100%.



7. New fill layer. Fill with #002AFF. Set this to Exclusions 20%.



8. Duplicate your base and bring it to the top. Set to screen 60%.



9. Merge all your layers. Duplicate the merged layer once, set it to Screen 20%.



And you're done. Feel free to add other things, like text, brushes, textures. Keep in mind that you may need to adjust some of the settings to suit the picture you're using. Darker pictures will need to be lightened more, very light ones darkened, etc.
