Toshokan Senso movie Blu-Ray has English subs!
I was looking around CDJapan's site when I came across the Toshokan Senso: Kakumei no Tsubasa special edition blu-ray listing . Turns out it comes with English subtitles!
Here is the regular blu-ray edition that's 2000yen less but also comes with English subs.
(However, the regular Region 2 DVD has no English subs.)
