When he had first joined Torchwood back in the late 1880s he was angry at the lack of compassion that they had showed, killing innocent aliens for the good of the empire.

Very good - Gwen is a great asset to the team but only if she doesn't become absorbed by everything she sees, as you've got here 'He just didn’t want her to drift.'
