Jack finally realised he had found the right person to steer Torchwood in the right direction. To give it a sense of humanity that it never had. When he had first joined Torchwood back in the late 1880s he was angry at the lack of compassion that they had showed, killing innocent aliens for the good of the empire.
He wanted someone to show Torchwood that they were fighting for the human race. Gwen Cooper had come along and he believed she was the person to do that. She had compassion and sympathy.
