I've been thinking about this for the past few days and would like to offer a response -- if that's what you're, in fact, seeking.
1. I think that creating superior performing ensembles will inevitably create music consumers. If you're involved in something that is TRULY great -- a positive experience all around -- you can't help but make that experience a part of your life.
2. I think the biggest factor regarding the decrease in concert attendance is a general decline in civilization. We were in high school 9 and 10 years ago. The students (in my area anyhow) have changed SO MUCH -- and not in a positive way, anyway. Babies are having babies, and they're not placing an importance on education like our parents did. These students don't give two snots about graduating high school, so why go to a band concert? [I realize this isn't the case everywhere, but this has been my experience here]
