Similar things happen in all isolationist/separatist communities. I don't think that it's a specifically Sha'ria problem: there are separatist Jewish communities that do EXACTLY this, fundamentalist Mormon-ish communities that do this, Amish communities that do something vaguely similar to this. The amount to which it is a problem is proportional to how twisted the community itself is.
If a basically decent community insists on handling all of its conflict resolution within the community, including what would properly be criminal matters, and manages to do this in basically fair ways, that's not really a problem. But if the community itself is sick, then its conflict resolution will reflect that -- even within secular society. We find similar, although nowhere near as extreme, situations within certain American communities where, for instance, an "old-boy network" controls the local police and courts
