I suppose it could be mainly directed at Gandalf.
Would that mean that he targets the Shire, in your view, also mainly because of Gandalf?

Largely, yes (probably not "mainly," as there are several primary reasons to my mind, but I won’t spew a dissertation about it here). I think there’s ample suggestion in Unfinished Tales that Saruman was nursing ever-increasing envy and scorn of Gandalf for a couple millenia. I could definitely see that coming to a head in really overblown, paranoid ways once Saruman’s ruin has quite unhinged him.

Bwaha. Gandalf saying that of those two baffled me for a time, because I never saw Gríma as in a position to do so in Orthanc. Apparently he is, now.
