Saruman's thoughts here "ring" very true. He (like Sauron) couldn't possibly understand the source of the hope Gandalf still nurtured in his heart.

And also Saruman desired power a bit too much and that warped his thinking from the beginning. Pity the council didn’t suspect him sooner of treachery .
