Well, Ruka has two new CGs, I believe. One, which I'm assuming you got, is the one where you're Angel Lv 3+ and you work at the flower shop with him. The other one is harder to get, I've heard. You need to see those little multi-character conversation snippets, which happen at random. There are 3 with Ruka and Himuro-sensei. If you've seen all 3, you get the CG. There's a winter version and a summer version.
As for Tamao: Winter/summer, happens when you are devil level 2+ and he likes you and you walk home from school together. The other one, you must be in the school council (and have successfully used the command a bunch of times). Summer/winter versions.
Shitara: In the band, he likes you, have successfully used the band command 151+ times. The other one happens if you've seen the conversation between Shitara and Ruka in the flower shop.
