So following the ruling in California allowing same-sex marriage, New York State (NYS) Governor, David Patterson, has said and has directed NYS official agencies to recognize same-sex marriages though the state itself does not perform them. Oddly enough, for the most part, I agree with you. If the law says, "in order to recognize X, we have to allow X in our state," then that's what his decision should reflect. However, if that particular law is being changed or if the same-sex marriage laws are being challenged, then I can maybe see where he would jump the gun on it. But still... that'd be jumping the gun. :-P

But you know, all I want to say is "what a little weakling," lol, in response. If he wants same sex marriage to be legal, then he should be making that happen. Not letting other states do it and then trying to jump on the bandwagon by saying "we'll recognize it... but not do it ourselves."
