Admittedly, I've never seen Due South, so I know I've missed any and all references, subtle and not-so-subtle. But with all that being said, I still found myself smiling. I just read it in the context of what might happen with any police force and how do you try to make sense of the non-sensical... Welsh had circled "Outer Zone" and written, "how about CANADA?!" =D
