Questions are answers unspoken
- Do you think that Ozma or Lurline exist in this O.Z.?
- How about Tik Tok, Scarecrow, Tin Man, Cowardly Lion, Jack Pumpkin Head and others? Do you think they existed when Dorothy was around?
- How much of the O.Z. history do you think they have correct? Have they lost some of it or forgotten bits?
- Are there any other Witches

2. Sure, why not.
3. We can't get our history straight in RL (Raise your hand if you're surprised to learn that the first African-American US Senator was seated in 1870 after serving in the Mississippi state legislature. Or for that matter if you can name one thing historically inacurate in Braveheart.), what makes you think fictional people can?

6. There were a world's worth of sountries outside Oz in the books. Even within Oz, there were regions that Ozma either couldn't or didn't care to rule over (like Jinxland).
7. I fully intend to invite Prince Wendall to the next royal gala where he and various other characters will compare notes on evil usurping witches. Oh, and Ambrose can't stand Tony. Hm... could goblins = nomes?

7.) Absolutely. I'm considering a multi-fandom crossover featuring in the celebratory ball to take place when our heroes finally take Central City back from the LCs. We're talking King Wendell, Jareth, Prince Humperdinck, the Queen and King of Hearts, Elric, Mabuse, Baron von Munchhausen, le Comte de Saint-Germain and anyone else I can think of. Hell, the original cast of Sliders will probably make a quick cameo (I've been wanting to do that for years :))
Aah! Plot bunnies! *hops on chair*

Yep. Lurline, the Fae Queen and founder of Nonestica (revered particularly in Oz) did exist, as did her jealous rival Kumbricia (who was skin-riding Az). Her daughter Ozma was left to rule Oz, and her descendants still sit on the throne.
As to the "reincarnation or just heriditary rulership" bit that Maguire ran with? Well, Tin Man provided an answer that BOTH are right in a way. When Lurline passed away, she passed on a part of her life force to Ozma Ignatia. This "spark" is passed down mother to daughter, usually as the last conscious act of the previous Ozma. It's only been passed prematurely twice in known history. Once when Ozma Tippetarius passed it to Dorothy, conceiving an heir. The second was when Ozma Galinda passed it to DG to restore her life.
