Atmos was this system inside Earth's cars that reduced all the carbon emissions to zero. The new solution to global warming, they were saying. Only it was all a scam by the Sontarans to poison the planet.

As for UNIT, stands for United Nations Intelligence Taskforce. Basically a secret part of the UN that protects Earth against alien invasions, or that's the theory, at least.
