I'm discovering now, having been asked to do a novel within certain specs, that the hardest part for me is outlining. Because I've only recently realized that I've never outlined a novel.

I'll write a list that could be called "Here's what I want to happen"; I'll churn out dozens of pages of notes. Before I start writing I know how the book starts and how it ends. But there's always been some seat-of-the-pants elements to my novel writing, and I'm only now absorbing that as I've been asked to provide an outline to a publisher before I start any actual writing.
