I thought that was cute. They weren't quite sure what to make of him inviting them to pose with him. I'm sure they had been watching him, and then suddenly he's talking to them.

Haha, the clip was longer, but not his speach. That was of rceited - which still is a nice guesture. But it doesn´t mean he can speak French. Please note that he spoke to the girls he met outside in this clip in English - If he could speak French fluently in Montreal he should have chosen that!

I'm sure he can't be fluent in French. He can barely talk English without practicing it first, which doesn't mean he can't do it. It just means that he doesn't study and practice foreign languages daily. When put on the spot to understand and speak Japanese, I can barely crank out a properly pronounced 分かりません.
