Also, I wonder if the anime staff was thinking of Zenigata in terms of the bumbling police officer who gives chase? Granted, he was quite badass in the manga, but there was still the fact that Lupin still kept slipping out of his fingers.

Heh, considering that most of the classic Warner Bros. gangster movies of the 1930s are written pretty much as "gangsters and the gangsters who love them", focusing very much on the affectionate camaraderie rather than any love subplots, Jigen isn't too far off the mark. (Heck, the above-mentioned 1932-version of Scarface has the two main characters lounging in bedrooms together and constantly sending each other adoring looks.)

Sadly I think that's the case. There are those episodes where he's more the badass veteran policeman than the comic relief, but those are few and far between. His clothes are pure 1930s detective noir though, I wish that had been a bigger part of his characterization.
