В дискуссиях о Сирии не следует забывать о том, что гражданскую войну в Сирии можно было давно остановить международным вмешательством. Единственная причина, по которой это не было сделано - поддержка режима Асада путинской Россией. Помимо поставок оружия Россия четыре раза накладывала вето, блокируя резолюции СБ ООН по Сирии: 4 октября 2011 г., 4 февраля 2012 г., 19 июля 2012 г., 22 мая 2014 г.
Ms. Murmokaité (Lithuania): I think we all knew what the outcome of today’s voting would be, and yet it is profoundly disappointing and disturbing to see a fourth veto on the situation in Syria, this time on the referral of the Syrian conflict to the International Criminal Court (ICC). We thank France for creating draft resolution S/2014/348, which was sponsored by 65 States, including my own. With more than 160,000 lives lost, 2.7 million refugees and close to 6.5 million displaced persons, this veto is what it is - an endorsement of impunity. It is a license for all perpetrators of human rights violations, mass atrocities, crimes against humanity and war crimes, in Syria and elsewhere, to continue those grisly acts at will. Gross violations of international humanitarian law and human rights law continue in Syria on a daily basis. Barbaric crimes are being committed on a massive scale - crimes that should have no place in the twenty-first century. Terrorism is on the rise. Starvation is used as a weapon of war. Humanitarian access is denied humanitarian aid manipulated to force surrender. The level of physical destruction and devastation is beyond description. A generation of Syria’s children - 5.7 million, according to UNICEF- are growing up robbed of a childhood, education, home and consequently of their future. They represent a huge lost generation.

В сентябре 2013 г. В. Путин опубликовал в New York Times прямое обращение к американскому народу, умоляя не совершать военного вмешательства в Сирии:
No one wants the United Nations to suffer the fate of the League of Nations, which collapsed because it lacked real leverage. This is possible if influential countries bypass the United Nations and take military action without Security Council authorization [...] It could throw the entire system of international law and order out of balance.
No one doubts that poison gas was used in Syria. But there is every reason to believe it was used not by the Syrian Army, but by opposition forces, to provoke intervention by their powerful foreign patrons, who would be siding with the fundamentalists.
It is extremely dangerous to encourage people to see themselves as exceptional, whatever the motivation. There are big countries and small countries, rich and poor, those with long democratic traditions and those still finding their way to democracy. Their policies differ, too. We are all different, but when we ask for the Lord’s blessings, we must not forget that God created us equal.
