Everything in the game is weak or strong, cheap or expensive, and there are flexible limitations on what combinations your army may contain.
However, there is also a huge back story to the game.
Fluffiness represents the degree to which you choose your army on the basis of the later rather than the former; for instance, if you are playing a Lord of the Rings based game having Saruman and gandalf fighting side by side against Moria goblins might be permitted but not fluffy.
