its a downloadable pc game called mugen. its basically a fighting game but its customizable. some people create their own sprites with photoshop or whatever, while others are ripped from other games, and some are just edited sprites from some games.
homer is from this arcade game from a while back, and i think sephiroth was done in ms paint or something lol it is rather impressive if he was =P
