Call me dubious: over the last 8 days, every time I've checked that site, the stats have been exactly 49% for each answer.

It's possible they've closed it or reset it or something, but when I first saw this going around on lj a couple weeks ago, it was 80odd in favor of Palin being qualified. Of course, what it measures now is just the relative skill of each group at emailing things frantically online. :)
