Petition: Secretary of the Arts

Quincy Jones has started a petition to ask the President to add a Secretary of the Arts. Other countries often have a Minister of Art and Culture, and we should have something equivalent.

We do have The National Endowment for the Arts, which I'll admit is not a cabinate post, but I think that the Chairman of the NEA can act more independantly than a Secretary of the Arts.

I don't understand why we should have something equivalent. Setting all other issues aside, how would it be a net positive for the expression of arts in the country?
