For the same reason nobody bothered to explain to Naruto about Kyuubi and why Gaara gets the crap end of the stick in Sand: apparently, nobody in ninjaland understands that your chances of survival go up a lot more if you treat the outcasts and members of psychotic families respectfully instead of, you know, like demonic little hellchildren.

I'm still befuddled that anyone thought the shunning of Gaara was a good idea. Yeah, he can kill you without willing it, without being anything more then sad or scared. Provoking him is totally a great idea. Uh huh.
