That is horrible, and makes me glad I don't live in your country. Not that my government is at all perfect.

It's really sad that these agencies feel justified in using this much force for non-violent situations. Unpasturized Milk sold by Amish people is not a situation that even hints at the need for deadly force.

Remember the old story about putting a frog in boiling water, and he immediately tries to jump out; but if you put him in cool water and slowly turn up the heat, he'll sit there and let himself be boiled to death?

The primary problem is the criminalization of victimless actions such as drug abuse. This forces the police into a hostile relationship with the community, whereas the vast majority of honest citizens would otherwise be their allies, because this criminalization makes otherwise honest citizens into technical criminals.

A secondary problem is that the officers who commit these crimes do so under the shield of their office. We need to establish a law that an officer who acts in a manner exceeding his authority in such a fashion is not shielded from personal criminal or civil liability for any actions taken which exceed it.
